the victim is in critical condition at this hour. our reporter is live outside police headquarters with the latest. >> please tell us that the unidentified man and his wife were packing up from fishing when they were approached by three men who were yelling racial slurs at them. the man received critical injuries and given the past criminal history of one of the suspects, police tell us that they have no doubt it was a hate crime. >> we are handling it as a hate crime. we are proceeding that way. >> baltimore's top cop says he is sickened by what investigators say what happened here early tuesday morning. three white men are accused of beating a 76 old black man as he and his wife were trying to lead after an evening of fishing. after the beating, the suspect

stole the man's truck. what they did not know is that it was equipped with the gps tracking device which led police right to them in northeast baltimore. >> police tried to pursue the vehicle. these suspects jumped out and fled. with the help of a local citizen, they saw where one of the suspects went. they called the police and we were able to find him. >> arrested was a 28 year-old man who is a registered sex offender who has charges of rape, child abuse, and assault. police say he was also accused of beating his wife because she was friendly with a black people. >> hate crimes remain a horrifying problem in the united states. this form of domestic terrorism is designed to intimidate entire communities on the basis of personal and immutable characteristics. >> a baltimore naacp news conference, leaders say they informed the fbi of their concern and the plot of the -- and they applauded police for

their quick response. disbelief from other fellow fishermen just looking for some peace and quiet. >> just evil. >> mayor dixon expressed outrage as well. she says she promises to do everything in her power to bring these other suspects to justice. we have also learned that mayor dixon and a commissioner will call a news conference sometime tomorrow to further address this issue. it is most likely after a meeting tomorrow. they are still looking for two suspects. anyone with information should call the baltimore city police department. wbal tv 11 news. >> and eric of county police are investigating what led up to the death of a three year-old boy. charles r. michael brimley was rushed to the hospital after a 28 year-old man taking care of him says he had fallen down some

stairs. the three-year old was flown to the hospital. his injuries were too severe for just a ball. >> our officers were able to learn that he reportedly had fallen downstairs. they were not able to corroborate the story. the injuries were not consistent with that of a fall. >> the little boy died last wednesday. the medical examiner ruled his death a homicide. no charges have been filed yet. what a difference a few hours makes. earlier this evening, severe thunderstorms rolled through the area. a tree can crashing down on a card and a -- in an intersection. no one was hurt. we have a quick recap of that weather. >> a hot and humid day.

police are being praised for the conviction of a woman wanted for an assault and shooting. the entire incident was caught on a citiwatch camera. it was two years ago. she got into a fight outside a convenience store outside utah st.. a worker watches the fight but does not do anything to stop that. she got into another altercation that night where she fired a gun. without this valuable footage, they never would have been able to bring the person to justice. >> the sentence is 18 years. that is an outstanding sentence considering that the victim in this case never came forward. the prosecutor is using the evidence on the camera as well as testimony from the officers. >> she was convicted of assault and reckless endangerment. the devil sitting at the inner harbor has the city police commissioner -- the double shooting at the inner harbor has

the city police commissioner concerned. kerry cavanaugh has more details live from downtown. >> the commissioner says that sheer manpower is not the answer to curbing crime here at the harbor. he is advocating that officers are on the lookout for troublemakers before trouble starts. he calls that proactive. some college profiling. police are on prominent display at the inner harbor to make people feel more safe. but some feel it is not enough. >> i do not think you need men and women in uniform standing around. i need men and women who are vigilant, who are attractive, and engaged. >> especially when he says he is dealing with gang members who have no respect for men and women in uniform. he points to it the shooting

inside of the pavilion this weekend. he is urging his officers to act more aggressively to prevent such violence. >> cops ought to know a gangbanger when they see one. some of these guys fly very overt, conspicuous signs or symbols to do that. when we see that, we should respond to it. we should engage. >> he says it is not necessarily mean arrest. but some believe that his tactics are inflammatory. >> i think it is ludicrous. would you stop a young white male for wearing certain colors or a young latino male? it is racial profiling. >> i want them to go off and say welcome to the harbor. do not act like a jerk. we wanted to have a good time, but leave all of this gang stuff at home. or, if you cannot, go back home. we will deal with you there.

the lawsuit alleged that inmates received inadequate care. the american civil liberties union says some detainees have died from untreated diabetes. others have gone for months without getting the necessary medication they were taking before being jailed. the agreement says they received necessary medication and an onside psychiatrist is available five days a week. and they will receive a response within three days. it is run by the state of maryland not the city of baltimore. we continue to follow the ongoing debate over health-care reform. one major issue, the government- run insurance option. the reform bill will not pass without according to some. republicans say this option is not necessary. it appears that a growing number of americans agree. >> he called it just one sliver of health care reform.

peninsula. some shower activity south of baltimore around the d.c. and metro area around virginia. everything is moving to the east. we are getting out from under this batch of storms. it looks like we are set up for the next couple of days to see this kind of action. let's take a look at what happened today. before the rains came, it was high -- hot and humid around 93 degrees. only a little amount of rain depending on where you were. 85 is the typical high. we were almost 10 degrees above the average. the humidity made it feel even worse. this is the bay bridge here. middle river 73. clout right now with most of the rain on the eastern shore. the clouds of breaking up.

this is a very humid in tropical air mass. a cold front is out to the west. it is trying to push in during the next 24 hours. it will not push the tropical air out of the area at all. it will be stuck here for a few days. something will come out of the northern plains and great lakes to try to clear the atmosphere. until then, no big changes. spectacular pictures of hurricane bill, now a very strong one out in the atlantic ocean. these are satellite pictures from earlier today. it is now eight category three thunderstorm -- it is now category three hurricane. warm and humid tonight. showers and thunderstorms around 69 degrees at 73 degrees.
